1. The Complete Construction Process — Step by Step
Before you can start building, your plot goes through a fixed sequence of steps set by Bahria Town's Planning & Design (P&D) Department. Here is the correct order:

🚨 Critical Step Most People Miss: Before your Construction NOC can be issued, you must pay the mandatory PMT (Property Management Tax) Scrutiny Challan. No PMT payment = no Construction NOC = no legal construction. This is explained in full detail in Section 3 below.
2. Scrutiny Fee, Demarcation & Soil Test Explained
💳 1. Scrutiny Fee
A fee charged to start the design process. Get the voucher from BTK's Design Wing Portal and pay it at the bank.
📍 2. Demarcation — 3 Stages
BTK's survey team marks coordinates on-site, in three separate stages:
- 1st: For soil test (after scrutiny fee paid)
- 2nd: For excavation (after Construction NOC issued)
- 3rd: Final demarcation (after lean activity)
🧪 3. Soil Test
Tests the soil's bearing capacity — its chemical and physical composition. This determines what type and load of structure your plot can safely support.
3. 🚨 PMT Charges — Mandatory Before Construction NOC
PMT Scrutiny Challan — Required for ALL New Construction
Bahria Town Karachi requires every plot owner to pay the PMT (Property Management Tax) Scrutiny Challan before a Construction NOC is issued. This funds critical infrastructure — most notably a new K-Electric feeder needed to supply electricity to BTK's expanding number of homes.

If the plot owner cannot be present in person, whoever is coordinating the design and NOC process must carry an authority letter, verified by the owner.
5. Site Plan — What BTK Provides
Once your scrutiny fee is paid, BTK's Design Wing provides an official Site Plan showing:

6. Elevation Rules — What's Fixed vs What You Can Choose
🔒 125 & 250 Sq Yard — Fixed Elevation
Elevations are strictly fixed and must be followed exactly — clients or contractors cannot deviate. Violators face penalty. This restriction covers:
- Gate design
- Boundary wall design
- Finishing material
- Aluminum window frames only (front façade & glass)
✅ 500 Sq Yard & Above — More Flexibility
- Aluminum and UPVC window frames allowed (color/thickness needs BTK approval)
- Exterior finishes (material) can be client's choice, after P&D approval
- Wooden windows allowed, with a maintenance undertaking
Borders & Projections: Window borders are allowed on 125 & 250 Sq Yard plots — but never on the front facade. Projections on doors/windows are allowed on every plot category, except the front facade.
7. Exterior Finishes — How to Get Approval
125 & 250 Sq Yard
Request exterior finishes details from P&D Residential at the grey structure stage, before plastering.
500 Sq Yard & Above
You can select your own finishing material, but it must be approved by P&D Residential first. Approval format available on BTK's portal or via residentialdesign@btkarachi.com
Important: After plaster, before applying exterior finishes — getting Architect approval from the Design Wing is mandatory. Violators are charged a penalty, and any rectification is done at the client's own cost.

How much of your plot you can build on, and the minimum required gaps (setbacks) on each side.

- Width: 5'-0" (including main gate column)

12. Open-to-Sky (COS) Rules — What's Allowed There
COS (Compulsorily Open to Sky) areas must remain free of structure — but specific items are permitted:

✅ Guardroom (front COS, max 64 sq.ft)
✅ Underground water tank (front COS)
✅ Electrical utilities/motor cabinet

If you plan to build your villa as two separate rentable units — a common strategy in BTK — here's the official rule: Basement + Ground Floor count as one single unit, and the 1st Floor counts as the second unit. Two kitchens and a separate division are not allowed on the first floor — only one kitchen per the designated first-floor unit.

16. Revision Process & Final Reminders
🔄 Design Revisions
Revision can be applied after design NOC as per BTK SOPs. A revision fee applies, charged according to plot size. Any revision aligned with BTK's SOPs gets approved.
✅ Mandatory Inspection
Your Inspection Card must be signed by the site inspector at every construction stage — otherwise your Completion Certificate will not be issued.
⚠️ Client & Contractor Responsibility
- Ensuring quality of concrete, curing, and plaster work
- Plinth protection — stopping water ingress to the foundation
- Awarding work only to contractors with qualified engineers
- There are NO Bahria Town–approved contractors or consultants — you choose and verify your own
- Submission drawings should be prepared by an outside Architect/Consultant
